Libyan PM Hamad embarks on official visit to Belarus to bolster cooperation, activate prior agreements
MINSK, Belarus — 30 June 2025 — Libyan Prime Minister Osama Hamad arrived in Minsk on Monday for a high-level visit aimed at strengthening bilateral cooperation and putting into motion agreements reached between the two countries in March.
Senior delegation in tow
Hamad is accompanied by a broad delegation that includes:

Gen. Kheiri al-Tamimi, Secretary-General of the Libyan Armed Forces’ General Command;

Maj. Gen. Suleiman al-Abar, Deputy Director of Intelligence;

the Ministers of Foreign Affairs and International Cooperation, Interior, Health, Technical Education, Industry and Minerals, and Agriculture;
-
the State Minister for Communications;
-
and the Head of the National Development Authority.
Official welcome in Minsk
Belarusian Prime Minister Viktor Karankevich, National Security Committee chief Col. Gen. Ivan Tertel and several cabinet ministers greeted the Libyan delegation upon arrival.
Focus on implementing March accords
Talks will centre on advancing the agreements concluded in March and exploring new areas of collaboration “in a way that serves the interests of both nations,” Libyan officials said. Sectors under discussion include energy, infrastructure and technical training.
Joint contact group to be activated
The visit is also set to launch a Libya-Belarus Joint Contact Group, tasked with coordinating cooperation and following up on the implementation of signed accords, thereby deepening ties on political, economic and security fronts.
