Al-Hasadi: Completing Roadmap and Unifying Institutions Required to Support 4+4 Deal

Support for the deal hinges on moving to implementation

Libya – State Council member Mansour Al-Hasadi said council members would support the mini dialogue committee’s “4+4” deal, distancing themselves from spoilers, on condition that the UN mission commits to implementing the full roadmap and unifying state institutions.

New executive authority and inclusive dialogue

Al-Hasadi, in remarks exclusive to Al-Masar TV, said the UN mission has an opportunity to make the political path succeed by completing the other two tracks of the roadmap — unifying institutions and forming a single new executive authority — alongside launching a broad societal dialogue that ensures inclusive national participation without exclusion.

Warning against settling for containing disputes

He stressed that failing to move from political understanding to implementation would leave the deal as little more than a pause to contain disputes, rather than a step toward resolving the crisis.
