Al-Hweij requires official premises and a Libyan legal representative for the Russian House

LIBYA – Abdulhadi Al-Hweij, Minister of Foreign Affairs and International Cooperation in the Libyan Government, received Roman Osin, director of the Russian House organisation in Libya, and his accompanying delegation at the ministry headquarters, in the presence of directors of the relevant departments and offices, to discuss opening the “Russian House” people’s diplomacy centre and cultural, scientific and educational cooperation between Libya and Russia.

Historical friendship spanning more than 70 years

According to the ministry’s media office, Al-Hweij stressed that Libyan-Russian relations extend for more than 70 years, and that developing them serves the mutual interests of both countries and peoples.

Administrative and legal conditions

Al-Hweij said the ministry had agreed to receive the Russian House’s application, stressing that the organisation must respect Libyan laws and regulations, the Islamic religion, customs, traditions and societal values, and must not interfere in internal political affairs, while providing official premises and a legal representative of Libyan nationality, and coordinating with the relevant departments on activities and movements. He said those conditions were meant to organise the organisation’s work, not to restrict it.

Facilitation and a proposed Libyan House in Russia

The minister affirmed the ministry’s readiness to facilitate procedures within the laws and regulations, noting that the Libyan side had proposed opening a “Libyan House” in Russia.

Roman Osin and scholarships

Osin thanked Al-Hweij for the reception and for cooperation in addressing the challenges facing the organisation, affirmed the strength of bilateral relations and said he sought to complete the operating licence so cultural, scientific and educational programmes could begin. He also revealed plans to provide scholarships in Russia for Libyan students from the eastern region to strengthen academic qualification and cultural exchange.

Sovereignty and shared interests

Closing the meeting, Al-Hweij stressed Libya’s sovereignty and the independence of its national decision-making, and that the interests of the Libyan people were the basis of foreign relations built on mutual respect and cooperation, as part of efforts to connect the two countries’ institutions and peoples.
