Debrez rejects the 4+4 deal and electoral amendments
LIBYA – Belqassem Debrez, rapporteur of the High Council of State and a member of the General National Congress since 2012, affirmed his rejection of the “4+4” deal and of the electoral law amendments issued by House of Representatives Speaker Aguila Saleh, arguing that they had been issued in violation of the rules.
Attempts to promote the deal inside the State Council
Speaking in remarks exclusive to Al-Tanasuh channel, which is linked to the mufti of the General National Congress, Al-Sadiq Al-Ghariani — who was removed from office by parliament — Debrez said government figures had visited the High Council of State to promote the “4+4” deal, but that they had been met with a complete rejection by the council.
Competences between the State Council and the House
He noted that a political agreement document between the High Council of State and the House of Representatives had assigned each council its competences, away from domination or unilateral positions.
Next week’s session as a response to the House
Debrez added that what would emerge from the High Council of State’s session next week would be a response to what he described as the House of Representatives’ “recklessness”, stressing that it “will not pass this way”.
Rejection of timeframes imposed by the UN mission
Debrez argued that the United Nations mission had no right to impose timeframes on the High Council of State.
He concluded that the High Council of State would proceed with what it judged to be in the national interest, and that it would not accept what he described as recklessness, adding: “And let the mission do as it pleases.”
