Damage count continues as compensation is prepared
LIBYA – Emad Badda, head of the Higher Emergency Committee, has said the count of damage caused by the heavy rain and flooding that hit Tripoli and other municipalities is not yet complete and that no final number of those affected has been set, noting that two people died as a result of the weather.
Committees to count damage and restore services
In a phone interview on a news bulletin of Libya Al-Ahrar TV, which broadcasts from Turkey — followed and summarised by Al-Marsad — Badda said that, on the instructions of the head of the Government of National Unity, a national team specialising in emergencies and compensation had been formed to count the affected families, buildings, shops and vehicles in all the affected areas.
He added that the team had worked day and night on Thursday, Friday and Saturday, despite holidays being granted in some areas, with its men working to help and bring relief to residents in all the affected areas in stages.
In coordination with the General Electricity Company, power has been restored and is now being used at normal levels. The committee head noted that the heavy rainfall had been beyond what the infrastructure could cope with in some areas, disrupting roads and watercourses, adding that all the bottlenecks had been pumped clear, according to his account.
Registering those affected and compensation procedures
In the same context, a team has been formed under the chairmanship of the Minister of Housing and Utilities, with several bodies including the Emergency Committee among its members. Registration has been opened through systematic state sub-channels, including the Ministry of Social Affairs in all municipal areas and the disasters and aid departments in the regions, with approval from neighbourhood mukhtars and mayors, before cases are referred to the compensation committee, he said.
On commercial premises, Badda referred to commercial licensing and to all the paperwork involved in the Libyan state’s documentary procedures for licensing, taxes and insurance. He concluded by stressing that compensation to make good the damage would be paid as soon as possible through a technical committee responsible for these matters, with every facility provided to all those affected.
