From backing “4+4” to steps for implementation
Libya – Members of the mini dialogue committee, MPs Zayed Hedaya and Adam Abu Sakhra, said the adoption of the “4+4” outcomes by the Speaker of the House of Representatives and a number of members, along with prior backing from more than 111 MPs, was an important step that could be built on to end the transitional phase and reach a stable political path.
Completing the legal framework and the electoral commission
In special remarks to Al-Masar television, the two members stressed the need to complete the constitutional and legal framework required to embed the outcomes and turn them into actionable measures, in parallel with addressing the status of the elections commission.
Rejecting a return of the outcomes to negotiation
They emphasised the importance of not referring the outcomes, once adopted, to new tracks or committees that would reopen discussion or renegotiation, saying reopening the outcomes could delay implementation or empty them of substance.
The two MPs called for moving directly to complete the legal, constitutional and executive frameworks needed to put the outcomes into practice.
They said the real test of any agreement is translating it into a constitutional and legal framework and enforceable measures — otherwise its outcomes would remain suspended without achieving their purpose.
