Coordinating international support and linking it to national priorities
Libya – The second meeting of the National Committee for Organising and Coordinating the Use of International Support, with the participation of Central Bank of Libya Governor Naji Issa, discussed establishing an electronic system and a unified national database to inventory, document and follow up grants, programmes, projects and forms of international support.
Institutional framework and inter-agency coordination
The meeting was held on Monday under the chairmanship of Minister of State for the Affairs of the Prime Minister and the Council of Ministers Mohamed Bin Ghalbun, as part of the work of the committee formed by Prime Minister Decision No. 422 of 2026, tasked with setting frameworks and controls for international cooperation and support programmes and steering them according to national priorities and needs.
Participants discussed mechanisms to activate the committee’s work and enable it to carry out its tasks, and to put in place a clear institutional framework for coordination among national bodies and unify efforts on support programmes and projects, in a way that raises the efficiency of their use, limits duplication and overlapping mandates, and protects the confidentiality and privacy of sovereign information and data.
Updated data and measuring programme results
The proposed system and database aim to provide accurate and updated information, strengthen transparency and governance, and follow up the implementation of programmes and measure their results and impact.
Central Bank support
Issa affirmed the Central Bank’s support for the committee’s efforts and its readiness to help make its tasks a success within its remit, stressing the need to build an integrated national coordination mechanism and link international support to the state’s actual priorities and reform and development plans, to achieve the maximum benefit from available resources and programmes.
The meeting comes as part of developing the management of international cooperation and support on more efficient and transparent institutional foundations, and strengthening coordination between state institutions and international partners to serve national priorities and support development and economic and financial stability.
