Report: NOC Turns to Artificial Intelligence to Strengthen Human Resources Management

Specialised workshop for oil-sector HR

Libya – The Madagascar-based English-language magazine CapMad said the National Oil Corporation (NOC) in Tripoli has begun integrating artificial intelligence tools into human resources management as part of a broader digital transformation. A report translated by Al-Marsad said a workshop was held in early September in Tripoli for HR managers in cooperation with the Tunisian branch of Meta Minds International.

Forecasting needs and data governance

The report said the workshop forms part of a capacity-building programme that uses AI tools to analyse skills needs, plan the workforce and track performance to raise the efficiency of oil-sector teams. It covered machine-learning applications that draw on internal databases to anticipate staffing needs, identify critical skills and automate parts of recruitment and task allocation.

According to the report, participants were introduced to models for forecasting internal staff mobility and retaining technical talent, with an emphasis on data quality and governance of the models in use.

Graduate platform and digital transformation

The report linked these steps to a national platform for registering graduates seeking work in oil and gas, aimed at matching their skills with sector needs. It argued that developing human capacity strengthens the corporation’s operational ability amid challenges of asset maintenance, site security and continued fuel exports, noting the sector’s importance to the national economy.

It added that the Dbeibah government’s creation of a State Ministry for Digital Economy and Artificial Intelligence and the launch of a national strategy in the field place public institutions, led by the NOC, on an agenda to modernise digital infrastructure and build capacity within the administration.
