Elections Within Two Years: Mini-Summit Deal Wins Security Council Backing
LIBYA – Security Council members welcomed the signing by Libyan parties on 30 August 2026 of the “mini-summit” framework agreement, facilitated by the United Nations Support Mission in Libya, on reconstituting the High National Elections Commission board and amending the electoral framework to hold presidential and legislative elections within two years.
Step Toward Inclusive National Elections
In a statement received by Al-Marsad, the Security Council said the agreement represents an important step toward free, fair, transparent and inclusive national elections and toward strengthening the unification of Libyan institutions to meet the aspirations of the Libyan people.
Council members praised the Libyan parties for their positive engagement, stressed the importance of support for the agreement from all relevant parties, and encouraged them to work toward achieving and implementing it.
Support for Tetteh and the Roadmap
Security Council members renewed their full support for the UN mission and for Special Representative of the Secretary-General and Head of Mission Hanna Tetteh, including the political roadmap announced by the mission on 21 August 2025.
They urged all relevant Libyan parties to take part fully, seriously and without delay in the Special Representative’s efforts, including progress on the political roadmap, and expressed support for continued engagement by the mission and Tetteh with the parties concerned in an inclusive political process.
Unified Spending and Institution Unification
Council members called for further steps to strengthen implementation of the unified spending framework for the current year, announced on 11 April 2026, stressing the importance of progress toward unifying all institutions, including the military and security institutions and a unified executive authority.
Libya’s Sovereignty and Rejection of External Interference
Security Council members affirmed their strong commitment to the United Nations’ central role in facilitating an inclusive Libyan-led and Libyan-owned political process with international support. They renewed their respect for Libya’s sovereignty, independence, territorial integrity and national unity, and for the need to refrain from external interference in its affairs.
