Zweiri explains the domestic and regional dimensions of the agreement
LIBYA – Middle East policy expert Dr Mahjoob Zweiri has argued that the maritime agreement between Libya and Turkey carries strategic significance at two levels, domestic and regional, linked to the rapprochement between Libya’s two governing camps and to Ankara’s maritime policy known as the “Blue Homeland”.
Domestic rapprochement and energy revenues for reconstruction
Speaking to Al Jazeera TV, Zweiri said that at the domestic level the agreement paves the way for bringing Libya’s two governing camps closer together in order to secure the energy revenues needed for reconstruction, ahead of expected talks in London and in Libya.
The Blue Homeland doctrine and the struggle over corridors and resources
He said that at the regional level the agreement crowns what Ankara calls its “Blue Homeland” doctrine, which aims to establish its continental shelf in the Aegean, Black and Mediterranean seas, following intensive diplomatic and intelligence efforts and regular meetings in Istanbul and Ankara.
Zweiri argued that the conflict is an example of 21st-century wars over corridors and resources, describing Egypt’s rejection of the agreement as “purely political”.
