Abdulnabi Discusses Unifying Institutions, Exchange Rate and 4 November Conference Plans With HCS Delegation

Parliamentary talks on state institutions and the economic crisis

LIBYA – The head of the House of Representatives’ Diwan, Abdullah Al-Masri Al-Fadil, received a delegation from the High Council of State (HCS) at the House’s headquarters in Benghazi.

The Speaker of the House of Representatives, Salehin Abdulnabi, accompanied by the House’s Second Deputy Speaker, Misbah Douma, met the HCS delegation, led by the council’s Second Deputy Speaker, Omar Bushah. Also present were House rapporteur Zayed Hadiya, a number of heads of the House’s standing committees and several House members.

Unifying institutions, salaries and the exchange rate

Welcoming the delegation, Abdulnabi said the country was going through a delicate stage and a complex crisis. He stressed the need to unify the oversight institutions swiftly and without delay, and to strengthen close cooperation between the two councils to deliver this, describing it as the first step towards stability.

He also highlighted the importance of the unified salary law and the benefits and allowances it provides, the government’s commitment to scheduling payment of earlier salary differentials owed to the education sector, and the need to tackle the exchange-rate crisis and support the Libyan dinar.

The 4+4 committee and a unified executive authority

Douma underlined the role of the 4+4 committee in discussing core issues, including the High National Elections Commission and unifying institutions, saying this required a unified executive authority while respecting the judiciary.

Hadiya, head of the House’s Committee for Monitoring Oversight Bodies, House rapporteur and a member of the 4+4 committee, welcomed what he called a genuine partnership with the HCS to achieve elections and unify institutions, saying it strengthened the position of both councils and supported transparency.

HCS delegation’s positions on sovereign oversight posts

Bushah congratulated Abdulnabi on his election as Speaker, saying the HCS presidency had asked him to pass on its congratulations. He stressed the importance of joint efforts to address economic, political, military and security issues, as well as unifying the salary scale and the Central Bank.

He said the council’s committees were ready to cooperate with their House counterparts, insisted that the oversight institutions must be unified to fight corruption, and held the Government of National Unity responsible for failings.

He added that the HCS was seeking to support the Libyan dinar, address the migration issue and unify the sovereign oversight posts, including the Audit Bureau, the Administrative Control Authority and the National Anti-Corruption Commission.

Conference due on 4 November

HCS member Mansour Al-Hasadi congratulated Abdulnabi on taking over as Speaker, saying cooperation between the two councils was the basis for renewing a consensual, elected executive authority.

The meeting also touched on the national conference due to be held on 4 November, with experts from across Libya taking part, to present short-, medium- and long-term plans to resolve the Libyan crisis.
