Al-Kadiki links salary reform to ending the division
LIBYA – Khaled Al-Kadiki, a strategic expert in economic development, has said that creating a unified salary system in Libya runs up against the difficulty of balancing sovereign and diplomatic posts against other public-sector jobs, particularly in education and health.
In exclusive comments to Asharq Al-Awsat newspaper, Al-Kadiki said the division between rival governments and the absence of a unified state budget were preventing the introduction of a comprehensive and fair pay system.
Similar pay grades are not enough
He warned against simply setting similar pay grades for everyone, arguing that this could trap the state in a “vicious circle” and reproduce the disparities between sectors.
He stressed the need to draw up clear standards that take into account the nature of each job and its level of responsibility, and, before that, to arrive at a unified government and a budget covering the whole country.
