Signs of consensus between the two councils on sovereign posts
LIBYA – High Council of State member Fathallah Al-Sariri has said the renaming of an interim governor for the Central Bank of Libya was carried out in coordination between the House of Representatives and the High Council of State, and that the accompanying steps reflect understandings on how the sovereign posts file is handled.
Handover committee formed and resignation accepted
In comments to Sputnik, Al-Sariri said the chairmanship of the handover committee had been given to High Council of State member Abdulmutalib Bugrus, with the participation of the council’s former first deputy from its previous term. He said these measures, together with the acceptance of the former governor’s resignation, point to contacts and arrangements between the two councils on redistributing the sovereign posts and naming their holders.
Opposition does not necessarily mean a lack of consensus
He said that, in his assessment, these steps reflect moments of consensus rather than disagreement between the two councils, adding that opposing voices are natural, since no decision is expected to win the unanimous backing of all members of both councils.
New consultations to end divisions
Al-Sariri added that, in his reading, domestic, regional and international arrangements are moving towards ending Libya’s divisions, including disputes over the sovereign posts. He said he expected new rounds of consultations between the House and the Council, and coordination between the relevant committees, paving the way for renaming the holders of all sovereign posts.
