Wide gap between staff on the books and the approved establishment
Libya – Sulaiman Al-Somadi, spokesman for the Health Movement Union, said the health sector first needed a unified national database, noting that the approved establishment stood at about 190,150 posts while the Health Ministry spoke of roughly 350,000 registered workers.
Call for an official explanation of the gap
Speaking exclusively to Al Jazeera Net, Al-Somadi said the difference required an official explanation setting out the numbers of staff actually working, those seconded, transferred or on contract, non-direct workers, and vacancies.
He noted that the overall headcount alone did not reveal the scale of the sector’s shortfall, saying the problem also related to specialisations, the distribution of staff and their ability to cover shifts.
