Two decisive deadlines face the UN track — Washington urged to turn public support into practical steps
Libya – An analytical report questioned how ready Washington is to support the UN roadmap, which includes holding presidential and legislative elections, beyond issuing statements.
Public support and challenges to delivery
The report, published by the US-based Atlantic Council research centre, said the public backing that Massad Boulos, a senior adviser to US President Donald Trump, has given the roadmap fits a consistent American pattern over the past decade of supporting UN-facilitated political processes.
It noted that aligning bilateral diplomacy with those processes has proved harder, arguing that any move by Washington before the end of October would push the roadmap toward implementation and give the UN mission the political cover needed to apply it and move toward presidential and legislative elections.
Options to obstruct before the end of September
The report said the House of Representatives and the High Council of State would not need to reject the “4+4” agreement outright to obstruct the process before the end-of-September deadline, since either could refrain from convening a session, fail to reach a quorum, refer the text for further study, or tie ratification to conditions that reopen issues the agreement was meant to settle, noting that Libya has seen similar tactics before.
Mission mandate and Security Council resolution
It said the second deadline is the expiry of the UN mission’s current mandate on 31 October, explaining that a 12-month extension would keep its work in place, but that duration alone would not make the renewal fit for purpose.
It added that the link between the two deadlines is the referral of the “4+4” agreement to the UN Security Council if the House and the State Council fail to ratify it, at the same time as Council members begin negotiating the mission’s next mandate.
Steps required of Washington
The report called on Washington to turn its support into tangible alignment with the UN process by building consensus among international partners and ensuring that the renewal resolution expected in October explicitly endorses the roadmap and grants a mandate that supports its implementation, rather than merely welcoming it.
It concluded that the end of October will show whether Washington’s support amounts to more than words.
