National vision on migration presented at Benghazi conference
LIBYA – The High Council of State’s committee following up the illegal migration file, chaired by council member Saeed Mohamed Wnais, took part in the opening of the International Partnership Conference on Combating Terrorism and Limiting Irregular Migration, hosted by the University of Benghazi with the participation of officials, experts and representatives of local and international institutions.
Sovereignty, national security and humanitarian dimensions
The council’s media office said the committee presented a paper titled “Proposed National Vision for Addressing Irregular Migration Issues”, setting out an integrated approach grounded in national sovereignty and the protection of national security and the state’s higher interests, while taking account of humanitarian, social and developmental dimensions.
The paper addressed the need to develop the legislative framework, strengthen coordination among Libyan institutions and expand cooperation with the countries concerned and international partners.
Comprehensive policy instead of partial measures
The committee’s participation stressed the importance of moving from partial solutions and reactive responses to a clear national policy with defined responsibilities and complementary roles, balancing border protection and the fight against organised crime and human trafficking with respect for human dignity.
The vision stressed safeguarding Libya’s sovereignty and interests and strengthening the international community’s responsibility in dealing with the consequences of irregular migration.
Practical outcomes and international partnerships
The participation forms part of the High Council of State’s approach of contributing to shaping a unifying national vision and drawing on the experience of institutions, international partnerships and the conference’s outcomes to reach workable recommendations and sustainable solutions grounded in national priorities.
