Decision regulates imports using foreign currency from the parallel market
LIBYA – The Minister of Economy and Trade in the Dbeibah government, Suhail Abu Shiha, has issued Decision No. 555 of 2026, which temporarily allows goods and merchandise to be imported using foreign currency from the parallel market, in accordance with the legal procedures and controls in force, until 31 March 2027.
Exceptions for medicines and basic goods
The ministry explained that the decision forms part of the regulation of import operations and trade-financing mechanisms, and excludes a number of medicines and basic goods from the general permission, with the exceptions relating to them subject to prior authorisation from the competent authorities.
