Interim measure pending the House of Representatives’ final decision
LIBYA – The House of Representatives’ Presidency Bureau has issued Resolution No. 5 of 2026 on interim measures for carrying out the duties of the Governor of the Central Bank of Libya, accepting in principle the resignation of Governor Naji Mohamed Issa and tasking Dr Fawzi Musbah Abukhzam, in his capacity as a member of the bank’s board of directors, with carrying out the governor’s duties during the transitional period until the House rules on the resignation at its next session.
House rapporteur Zayed Hadiya told Al-Masar TV that the House had accepted Naji Issa’s resignation in principle and tasked Fawzi Abukhzam with carrying out the governor’s duties on an interim basis, with the matter to be put to the House at its next session for a final decision.
Resignation to go before the next session
Article 1 of the Presidency Bureau’s resolution accepts in principle the resignation submitted by Naji Mohamed Issa, Governor of the Central Bank of Libya, and refers it to the House at its next session for a final decision in accordance with the legislation in force.
Article 2 tasks Dr Fawzi Musbah Abukhzam, as a member of the Central Bank of Libya’s board of directors, with carrying out the governor’s duties during the period set out in the resolution, within the powers defined by the legislation in force, to ensure continuity of work and the orderly performance of the bank’s functions.
When does the interim assignment end?
Article 3 states that the resolution will cease to apply once the House of Representatives issues its decision on the resignation and determines the legal status of filling the governor’s post, with the necessary measures taken to ensure an orderly handover of duties.
Article 4 provides that the resolution takes effect from its date of issue and repeals any provision that conflicts with it, and that all relevant bodies must implement it within their remits.
The Presidency Bureau said it had taken this interim measure on grounds of the public interest and the need to keep work running until the resignation is put before the House and decided upon.
