LIBYA – An economic report published by the English-language Kenyan site Africa Sustainability Matters examined efforts by Libya and South Korea to establish a partnership in oil refining.

Seoul seeking to diversify crude sources, Libya needing domestic fuel

The report, which Al-Marsad followed and summarised, said these efforts come as Seoul works to diversify its crude supply sources while Libya needs domestic fuel supplies, and stressed both countries’ interest in reviving economic ties after years of limited cooperation.

Economic forum on 27–28 September

According to the report, the proposal was discussed during the Libya–South Korea Economic Cooperation Forum on 27–28 September, where officials and companies from both sides reviewed opportunities for cooperation in energy, infrastructure, technology and trade.

Refining crude in Libya in exchange for supplies to South Korea

The discussions, the report said, included the possibility of South Korean companies supporting crude refining operations inside Libya to supply petrol and diesel to the local market, in return for the South Korean side potentially receiving a share of Libyan crude to feed its own refineries.

No formal agreement yet

The report said no formal agreement on these proposals has been announced so far, noting they come as Libya continues to face the challenge of turning its vast crude oil resources into reliable supplies of petroleum products needed for its domestic economy.

It added that refined products help support petrol stations and power generation.
