More Than 47,000 Teachers and Beneficiaries on Benghazi Arrears Lists

Teachers’ entitlement lists referred for official review

LIBYA – Adel Al-Mujbari, acting director of the Administrative and Financial Affairs Office at the Benghazi Education Control Office, has announced that the accumulated financial obligations owed to education staff have been tallied and referred to the competent committee formed in 2023, saying the number of beneficiaries of the arrears exceeds 47,000 within the office.

Delayed salaries, promotion arrears and the Education Law

In comments to Al-Masar TV, Al-Mujbari said the obligations include the salaries of new appointees, delayed salaries, arrears for grades and promotions, entitlements linked to the suspension of national ID numbers, as well as arrears under Education Law No. 4.

July data referral and procedures resubmitted in early October

He said the office had tallied the beneficiaries of the Law No. 4 arrears and sent their data to the Ministry of Education in July this year, then resubmitted the procedures in early October, when the teachers’ sit-in began over demands for their financial rights, health insurance and the unified salary scale, in line with the ministry’s new requirements.

Lists organised by year of entitlement

He said the lists had been redrawn according to the required breakdown into batches for 2018, 2019, 2020, 2021 and 2025, and included beneficiaries’ detailed data, national ID and financial numbers and bank accounts, and were sent to the ministry through official correspondence.

Review, analysis and signing of the lists

Al-Mujbari said the number of beneficiaries exceeded 47,000, and that in response to the review the office had prepared analytical lists signed by the competent authorities and referred them to the Financial Services Control Office for review, approval and certification.
