Signatories refuse any agenda item before internal-rules reform and say 111 MPs welcomed the “4+4” committee’s outcomes
LIBYA – Sixty-three members of the House of Representatives announced they will boycott the session called by the House presidency for Monday 14 September 2026, citing the absence of a clear agenda and the disregard of what was agreed in a previous official session to give priority to amending the internal rules at the next sitting.
In a statement issued in Benghazi on Sunday, the MPs said the call to meet also ignored all subsequent demands raised during consultative sessions.
Refusal of a Session That Ignores Procedure
The signatories affirmed their refusal to take part in any session that fails to observe the procedures and rules governing the House’s work, or requests submitted with a sufficient number of members’ signatures.
They said the “4+4” committee’s outcomes had been welcomed by the signatories and other members of the House, amounting to 111 MPs in total.
Amend the Rules First, Then Vote
The MPs refused to place any item at the top of the agenda before the reform item on amending the internal rules, to be followed immediately by a vote on the “4+4” committee’s outcomes.
They stressed that reforming and amending the internal rules is an indispensable priority for organising the House’s work and correcting its course.
Criticism of Blocking House Sessions
The signatories expressed deep surprise and regret that the country had passed through grave events without the House responding even by holding a single session, attributing that to the House presidency’s blocking of sittings.
They reiterated their firm refusal to attend any session that ignores the chamber’s demands and decisions.
