Al-Asaadi: 4+4 Agreement Paves the Way for Elections Within 24 Months of Signing

UN mission explains why it proposed the 4+4 committee

LIBYA – Mohammed Al-Asaadi, spokesperson for the United Nations Support Mission in Libya (UNSMIL), said the mission had proposed forming the 4+4 mini dialogue committee to overcome the political deadlock caused by the failure of the House of Representatives and the High Council of State to complete the first two steps of the roadmap it announced in August 2025, which at the time proposed holding elections within 12 to 18 months.

Understandings on the commission and electoral laws

In a statement to Al-Masar TV, Al-Asaadi said the 4+4 committee had reached agreement on the board of the High National Elections Commission, as well as understandings to resolve contentious issues in the electoral laws and the constitutional framework.

No more than 24 months from signing

He said the 4+4 agreement was the first step towards holding elections within no more than 24 months of the date it was signed, as set out in the agreement.

Implementation priorities and judicial readiness

The next phase, he explained, requires completing the empowerment of the commission’s new board and guaranteeing its financial independence and readiness, amending the Constitutional Declaration and adopting the electoral laws in line with the understandings. It also requires addressing the division of the judiciary and other outstanding issues, in order to prepare for credible presidential and parliamentary elections whose results are accepted by all.

Mission to keep facilitating talks between the parties

Al-Asaadi stressed that the mission would continue to facilitate talks between the Libyan parties to complete the remaining parts of the roadmap and overcome their differences, leading to elections that help unify state institutions and renew their legitimacy.
