Unified national reference to regulate medical practice
Libya – Health Ministry Undersecretary-General Abdulsalam Aqeela has issued Decision No. 191 of 2026 forming a committee chaired by Mohamed Aziz Shanana, with members including specialists from the Doctors’ Syndicate, the Civil Service and the labour force, to prepare a proposal for the national project on scientific foundations, classifications and policies regulating medical work across specialties, to serve as a reference for medical practice in health facilities.
Committee tasks and coordination mechanisms
The committee’s work centres on setting scientific foundations and fixed working rules for medical specialties, preparing operational policies for health facilities, cooperating and coordinating with syndicates, scientific associations, research centres and medical bodies, and drawing on approved medical and scientific models and practices suited to the nature and needs of Libya’s health sector.
As part of follow-up on the decision, the Health Ministry Undersecretary-General held a meeting with the committee chair and members, attended by specialists from the Doctors’ Syndicate, the Civil Service and the labour force, to review progress, identify challenges and work requirements, and discuss the steps needed to complete the project in line with its stated objectives.
Unifying the basis for delivering medical services
The meeting discussed updates on the committee’s work and proposals on scientific foundations and working rules for different medical specialties and the policies regulating health facilities, with a view to unifying the basis for delivering medical services and organising procedures inside health institutions.
It also addressed coordination mechanisms with relevant bodies and drawing on approved scientific and medical expertise and experience, leading to a complete national reference that regulates medical practice and supports improved performance in health facilities.
Aqeela stressed the importance of the committee continuing its work according to a scientific and institutional methodology and completing the tasks assigned to it in a way that raises performance and improves the quality of health services provided to citizens.
The ministry said forming the committee is part of its efforts to develop the health system and strengthen institutional organisation of health facilities, within the framework of the General Leadership Vision 2030 and the Libyan government’s directives.
