National Oil Corporation: We Have Observations on the UN Security Council Experts’ Report and Are Preparing a Documented Response
Libya – The National Oil Corporation said it is following the contents of the UN Security Council Panel of Experts’ report on Libya, particularly the sections related to the oil sector, and has recorded a number of observations regarding the information and conclusions it contains.

In a statement received by Al-Marsad, the Corporation said that part of the report does not appear to be based on a complete technical and institutional review from official sources. It also noted shortcomings in the presentation of some data and figures.
Methodological concerns in the preparation of the report
The Corporation said its observations also extend to certain methodological aspects of the report’s preparation, particularly the reliance on open-source material as preliminary information and the drawing of conclusions on that basis without sufficient access to supporting data or a detailed explanation of verification standards. It added that this could affect the accuracy of some of the findings.
Overlap between preliminary indicators and final conclusions
The statement pointed to what it described as an overlap in some sections between preliminary indicators and final conclusions, without sufficient clarification of the level of proof or a clear distinction between inferential analysis and assessments based on complete data. It also noted that there was not enough opportunity to review certain technical and financial information before it was included in the report.

The National Oil Corporation confirmed that its relevant departments have already begun a comprehensive and detailed review of everything contained in the report, in preparation for issuing a documented and detailed response to be presented to the public in a professional and balanced manner, with the aim of clarifying the facts and completing the overall picture.
