Benghazi plant advances to structural construction phase
LIBYA – An economic report by the Turkish site Steel Orbis said the direct reduced iron (DRI) plant project in Benghazi, owned by the Libyan-Turkish company Tosyalı Steel, is 40% complete, with commercial production expected in early 2028.
$2.5 billion cost and three-phase plan
The report, economic highlights of which were followed and summarised by Al-Marsad, said the project’s cost is about $2.5 billion and that it is being developed in three phases, with initial annual capacity of 2.5 million metric tonnes rising to a planned total of 7.5 million metric tonnes.
From foundations to steel structures at Ras Al-Minqar
Citing the company, it said that during 2026 the project moved from foundation and infrastructure work to the structural construction phase, with steel structures going up across the site in the Ras Al-Minqar area of Benghazi, on roughly 380 hectares.
Concrete works and support facilities
It added that concrete works and the development of support facilities are still under way, covering direct reduced iron production units, infrastructure and logistics systems.
Coastal site for exports and lower emissions
The report said the plant’s coastal site is intended to facilitate future exports to regional and international markets, as well as the production of lower-emission iron with a focus on energy efficiency and the potential to increase hydrogen use later.
