House acceptance narrows room for manoeuvre
Libya – Libyan political analyst Hossam Fanoush said the State Council could become the third obstacle to the 4+4 understandings, arguing that the council faces a tougher test after the House of Representatives announced it would accept the committee’s outcomes.
Reservations over the roadmap
Speaking exclusively to Erem News, Fanoush said the two chambers had not managed, since the UN mission launched its roadmap, to forge a shared institutional position on it, while the State Council had remained reserved without taking a serious step on the UN roadmap until the 4+4 emerged as an alternative formula that enjoys clear alignment with the House of Representatives.
A different negotiating equation
He said the shift to the 4+4 track had brought out State Council objections, especially over how the committee was formed, the limits of its remit, and some rules on the presidential election. Acceptance of the outcomes by the House of Representatives had changed the negotiating equation, in his assessment: the State Council was now dealing with outcomes that carry the cover of one side of the legislative equation and a UN welcome, after previously facing an incomplete understanding between the two sides.
He added that this does not cancel the State Council’s role or the need for consensus on files that require both chambers’ approval, but it narrows its room for manoeuvre and raises the political cost of continued rejection.
Mission options if ratification stalls
Fanoush said the mission was moving to test the council’s stance on adopting the outcomes in this form and the limits of its bargaining to join the track, or its insistence on rejection. The latter option, he said, could push the mission to rewrite the outcomes within a broader track or activate an alternative mechanism if ratification proves impossible.
